This cel is extremely small and does not bare registration holes or animation sequence numbers. It's most likely not a production cel and was probably used as promotional art or some other post-production purpose. Either way, it's adorable. Toad hanging out with what seems to be Birdo, even though Birdo in the series looked quite different (and rather scary..). I'll have to re-watch the series to see if this character makes an appearance somewhere.
