Silent Chuujou the Human Bomb. Head of the Peking branch of the Experts of Justice and a member of the Kyuu Dai Tennou ("Nine Great Kings of Heaven"). The taciturn head of the International Police Organization's Peking Branch. He is an Expert with powers that surpass Tetsugyuu and Taisou, but because his strength is too great no one has actually seen him go out and fight. Since he rarely ever lets his emotions show, he is called "Silent Chuujou", but it is thought this may also be due to his having prohibited himself from using his powers recklessly. Furthermore, his past before joining the International Police Organization is unknown. Age 45.
One scene that was produced in storyboards but was ultimately cut from the GR anime involved a scene where Hanzui calls out Chuujou's name while watching the monitor during Chuujou's clash with the Eye of Volger, along with the line "The man who made the only scar on my body". You see, the two of them had a fight once while Hanzui was a student at Jiizan. In those days, Chuujou was already traveling throughout the world recruiting members for the International Police Organization, and happened to be nearby Jiizan. He charged in upon receiving an alert that the B.F. Organization was attempting to recruit Hanzui. A fight broke out but each man held his own.
This cel is from the scene where he appears to commit suicide by using his "Big Bang Punch." It seems as though he throws the punch right into the Eye of Folger, but in the next episode, we see that Gin Rei stops him. Instead, she teleports everything, including the Eye and Ryouzanpaku. The Chief appears to go straight through the center of the Eye as a cluster of white sparkles due to the momentum of the Big Bang Punch. He is teleported a ways off and is not seen for a while, alluding to his death. He resurfaces inside the base when Professor Go needed support.
