The Belnar Institute of Tron City trains super-powered fighters, warriors who form an elite commando squad known as the Voltage Fighters. Karin Son is actually a female interpretation of the Monkey King legend. Which explains her attitude, her little fang tooth and her Monkey King bar weapon. ^_^
This anime OAV series is based on the fighter video game from SNK of the same name. Masami Obari, obviously, worked on the character designs.
