This is actually Genya in disguise, attempting to convince Gin Rei to hand over the 3rd and final anti-Shizuma drive held within the attaché case.
Dr. Franken von Folger was the creator of the perfect energy source. But there was a problem. Dr. Shizuma, eager to unveil this groundbreaking yet unstable discovery to the world, stole the device.
