Tetsugyuu ("Iron Ox") the Black Whirlwind, an Expert of Justice with physical strength surpassing even Taiso Semenjyu (Taisou Shinkou). In fact, the only ones stronger are Yoshi of the Blue Face and Chief Chuujou Shizuo. From Episode 1, Tetsugyuu is showing off infront of GinRei. Dr. Shizuma stole Dr. Franken von Folger's energy drive and introduced it the world, prematurely before it's completion. Dr. Folger knew there was a serious problem with the energy source and created the Monster Eye as way to counteract the danger. So many problems because of a gross misunderstanding.
I love this image of Tetsugyuu. He's my favorite Expert and he looks like a big teddy bear here. From the beginning, before things got really sad.
